The Department is charged with caring for children placed in temporary
substitute care usually because of abuse or neglect. Plans are made
for all foster children in an effort to return them to their natural
parents, relatives, or if necessary, petition the court to free the
children for adoption. Treatment goals are set by a child's family and
his/her case manager in order to achieve reunification. Referrals are
made to other agencies for counseling, parent training, and other services.
Case managers monitor the family's progress and provide support and
services for children in the agency's care. The program is monitored
closely by the Family Court, by the Foster Care Review Boards and by
Volunteer Guardians Ad Litem appointed for each case.
